Black borders on screen - ATI Radeon graphic cards

This error occurs with a PC connected to a TV screen, if you have an AMD/ATI Radeon GPU. Many monitors now have 1920X1080 (1080p) and are erroneously detected as TVs and therefore you could then also have those black borders.  The default setting of the CCC (catalyst control center) is to have 10% underscan when a TV is detected, and this causes the black borders. 

Dragon’ s Prophet can change the resolution of your screen and bring back the black borders.

To solve this permanently, open your registry editor and set the following:

HKLM/System/ControlSet001/Control/Video/{91357F10-E8FC-41DF-AB9F-FDA3D0E8698A}/0000/TVEnableOverscan = 0

and

HKLM/System/ControlSet001/Control/Video/{91357F10-E8FC-41DF-AB9F-FDA3D0E8698A}/0000/DigitalHDTVDefaultUnderscan = 0.
